Upazila Education Officer Swapan Kumar Barman has been accused of wasting money and trying to embezzle money by giving unnecessary allocations in the name of center repair in Asashuni on the occasion of parliamentary elections. Several headmasters who did not want to be named said that they would allocate huge sums of money for polling center renovations to the loyal headmasters and absorb the money themselves.
Since Swapan Kumar Barman joined Ashashuni, he is continuing his office as he pleases, ignoring the rules and regulations. Even after that, he continues to harass the teaching staff as the director of corruption arena.
It has been reported that under the revenue sector, for the repair and renovation of polling stations in government primary schools in 2025-2026 financial year for the repair and renovation of polling stations, Bankra Saprabi-50 thousand, Kamalkati Saprabi-70 thousand, Balaipur Saprabi-50 thousand, Baikarjhuti Saprabi-1 lakh, Dakshin Chapra-50 thousand, Sridharpur Saprabi-70 thousand, Ramnagar Saprabi-1 lakh, Baradal Dakshin Saprabi-25 thousand, Bara Durgapur Saprabi-70 thousand, Nangla Saprabi-1 lakh and Pratapnagar Saprabi-1 lakh have been allocated. On site visit and talking to the head teachers of most of the primary school polling stations earmarked for renovation and repair, most of the polling stations require 5 AC/DC bulbs, few rod lights and minor tuk tuk renovation. Renovations or repairs that have already been completed or are in progress. According to estimates or according to the heads of institutions, 50% of the allocation in many centers and 30% of the allocation in some centers is not supposed to be spent. According to field visit and speaking to Headmaster at Balaipur Saprabi, 5 AC/DC bulbs are sufficient for renovation or repair.
But despite being less important, out of 11 institutional polling stations, 4 primary school polling stations in the same cluster in Shobnali Union have been placed in the list.On the other hand, the government primary school polling stations of the upazila have been visited, most of the polling stations of the most important primary schools suitable for reform are not in the list. Several headmasters who did not wish to be named said that such allocations are not given except in the institutions of TEO's loyal and trusted headmasters.
Naktara Saprabi of Sreeula Union was visited, there is no toilet. But without giving any allocation there, they raised money by allocating to Balaipur school which has modern toilets. Instead of providing temporary security fences in schools without walls, he painted some, made temporary tinned houses or ordered to submit vouchers showing unnecessary expenses.
Several principals who did not want to be named said that vouchers were collected using this formula in the 2024 parliamentary elections as well.
When asked about the allotment related to Balaipur Saprabi, he said, some paint has been painted on the wall there. Assistant Education Officer Mostafizur Rahman took responsibility and said, "There will be no incidents of security disruption here."
When asked about this matter, Upazila Primary Education Officer Swapan Kumar Barman said without showing the allocation demand letter, the allocation came from above even outside our list. He directly avoided other allegations.
The allegations against Swapan Kumar Burman do not end here. There is an allegation against him of misappropriating electricity bill of Tk 26000 of Nakna Government Primary School. It is reported that for the construction of the new building, the contractor took the electricity site line from the school and paid the bill of Tk 26,000 to the head teacher Nur Azam. But for the second time, the education officer and the head teacher passed the bill of 26 thousand rupees.
When asked about this, the TEO claimed that he did not know about it. 1 month electricity bill of primary school is 26000 taka. He takes your signature to approve it, and you say you don't know about it, without answering the question he starts talking about something else.
In this regard, the president of the upazila education committee,Upazila Nirbahi Officer Saiduzzaman Himu told Daily Drishtipat that all the complaints brought against him will be looked into. Legal action will be taken if the complaint is proved to be true.
Meanwhile, after visiting the schools, talking to the head teachers and taking the last TEO's statement, the officials of the primary education office were seen moving on the matter. The heads of 11 institutions under renovation have been notified to send videos of the current status of renovation or repair, progress and future repairs.
